Control Area Details

The main objective of the Deptt. of Town and Country Planning is to control the haphazard development around the existing towns and to prepare the blue prints in the form of development plans and and to frame broad guidelines for the development schemes for further growth of those areas.

To meet the growing needs of the urbanization, the Urban Estates have been set up in the State and the Deptt. of the Town & Country Planning, Haryana Co-ordinated the over all planning proposals, whereas the Haryana Urban Development Authority, executed and implemented these projects at site. Similarly, the Industries Department, Haryana State Industrial Development Corporation, Rural Development Board, Haryana State Agricultural Marketing Board, Public Works Department, Haryana Housing Board and Municipal Committees,also played pivotal role in supplementing the above task for which this department prepared the schemes and rendered technical advice and assistance to them.

MAIN OBJECTIVES

To control and regulate the development around existing towns.
To prepare plan for new cities and to ensure regulated development there of.
To provide technical advice / help regarding planning and implementation of Urban Schemes of HUDA, Municipalities, Housing Board, Haryana State Marketing Board, Haryana Rural Development Board, Haryana State Industrial Development Corporation and other such agencies in the State engaged in development Corporation and other such agencies in the State engaged in development works.
To administer and enforce the following Acts and Rules made there under:-

The Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act,1963.
The Haryana Development and Regulations of Urban Areas Act, 1975.

It also renders advice to the entrepreneurs and general public regarding the areas /locations where industries and such other uses could be installed/located

It also renders advice to public regarding the rules/regulations and restrictions of the department for carving out colonies repercussion of plots in un- authorized colonies.

ACTIVITIES/ACHIEVEMENTS

To achieve the above objectives, the department had prepared the positive schemes under the provisions of the Punjab Scheduled Roads and controlled Areas Restriction of Unregulated Development Act, 1963. The Haryana Development and Regulations of Urban Areas Act, 1975 and the same have been implemented by the concerned development agencies of the State.

To protect the industrial environment of the potential areas around various municipal towns, the Deptt. has declared controlled areas around Municipal towns, of Karnal, Gharaunda, Nilokheri, Taraori under section-4(i) of Punjab Scheduled Roads and Controlled Areas - Restriction of Unregulated Development Act . The final Development Plan of Karnal was published for controlled Area I in the year 1978 upto 1999. Similarly Development Plan for Controlled Area II was published on 19.1.82. Subsequently three additional controlled areas around municipal limits of Karnal were declared in 1984, a composite Final Development Plan of all these controlled areas have been published in Haryana Govt. Gaz. Notification dated 5th Aug., 2002.

Controlled Area Gharaunda was declared in 1985 and additional controlled areas declared in 1993, the Draft Dev. Plan of Gharaunda Controlled areas was discussed at district level on 20.5.99 and the same was sent to Chief Co-ordinator Planner, Haryana for discussion at State level and has also been approved by State level committee and Draft Dev. Plan was published on 23 Nov. 2004.

Controlled Area Nilokheri/Taraori was declared in 1999 and its existing land use plan and Field book has already been prepared. The matter has been referred to Chief Co-ordinator Planner (NCR) Haryana for certain clarifications for finalizing the Draft Dev. Plan. The Draft Development Plan has been approved by District level committee and has been sent to State Level Committee for approval. The Proposal of declaration of controlled area around Assandh Town has been sent to Govt. for approval.

ENFORCEMENT OF CONTROLLED AREAS & URBAN AREAS.

To control the haphazard, unplanned and Sub-standard development around the towns in the forms of unauthorized colonies by the unscrupulous elements, the department enforces the provisions of Haryana Development & Regulation of Urban Areas Act, 1975 and the Punjab scheduled Roads and controlled Areas restriction of unregulated development Act, 1963.

In order to check haphazard development and unauthorized constructions, this office erected many boards on the boundaries of controlled Areas, in Tehsils/District Court and other important places to educate the public regarding "controlled areas."
This office has also sent six complaints to lodge FIRs in controlled areas.
There are five urban areas in and around M.C. towns of Karnal, Gharaunda, Indri, Nilokheri, Taraori and Assandh under Haryana Development and Regulation of Urban Areas Act No. 8 of 1975. 71 No. of FIR cases have been sent to Police Deptt. lodging F.I.R. against the offenders in Karnal Urban area since January 2004 U/s 7(1) of HDR Act of 1975.

WORK OF URBAN ESTATES/HUDA

There are ten sectors of HUDA namely sector-4( Transport Nagar) 4(II) 5,6,7,8,9,12(I) commercial-12(II), 13,13 Extn., 14 (I), 14(II) & 16 which are fully developed. To meet the shortage of residential, commercial and industrial areas, this office prepares plans for various sectors of HUDA during the last one year.

This office has prepared the layout plan of Group Housing Pocket in Sector-4, 5 & 12 and also prepared the layout plan of sector-9 (EWS Housing). Also prepared layout plan of group housing project in Sector-8 Part-II.
This office has also prepared the zoning plan of religious site and nursing homes & schools of sector-7, 8 & 9.
This office has also prepared the revised layout plan of sector-14 (II).
This office has prepared the convenient shopping center in sector-4 (II), 5, 7, 16.
Prepared the demarcation-cum-layout plan of Primary Schools, Vocational Training Center, Electrical Sub Station and Nursery School in Sector -4 & 5.
This office has also scrutinized 410 nos. of building plans of various sectors of HUDA during last one year.

GOVT. LAND SCHEMES:-

This office has prepared the layout plan of Tehsil Complex, Session Court Complex, Old District Courts, Jail and Police Line area.

This office has also rendered advice to Municipal Committee, Improvement Trust for their town planning schemes, development schemes and in scrutinizing the building plans.
